UK Ministry of Defence - Reducing the cost of surface ship support by 20%

HM Naval Base Devonport, the largest naval base in Western Europe and the Royal Navy’s only nuclear repair and refuelling facility, came under pressure to reduce its surface ship support costs. Following earlier pilot schemes, the naval base’s management team believed that the Lean approach could both deliver short-term savings and provide a basis for sustainable improvement. However, because the skills required were not available in-house, and there was no funding available for external support, any Lean initiative would have to be self-funding.

Through an innovative risk/reward arrangement, whereby the project was funded from the benefits delivered, PA helped catalyse the programme at Devonport. We created a joint team to carry out a pilot project and prove that Lean could deliver the required improvements.

In just nine months, PA identified and delivered annual benefits of £2.5m (23% of the fleet time surface ship budget). PA has embedded Lean capability firmly within the naval base’s management team, ensuring that the benefits will continue well beyond PA’s direct involvement.
